The state of Jammu and Kashmir had received heavy rainfall
during Sept 2014, triggering disastrous floods and landslides across many
districts including Srinagar. To mitigate such scenario in future, Government
of India in assistance with World Bank setup a Disaster Recovery project, named
“Jhelum Tawi Flood Recovery Project – JTFRP”. This Project primarily
focused on restoring critical infrastructure, including
implementation of SCADA System for De-watering Pumping Stations. Primary
beneficiaries of the said Project are - communities in & around
Srinagar, making Social Impact.
Siemens Ltd. designed, supplied, installed and
commissioned, Automation System comprising SIMATIC S7-1200 based RTU (DNP3) at
80 Pumping Stations and SIMATIC WinCC SCADA Systems for Monitoring and
Controlling from 2 nos. Central Control Centers which are geopraphically sitatuted at different locations. Instrumentation Products from DI PA
MI are supplied, installed and commissioned for various Process requirements.
Communication between RTUs at 80 Pumping Stations and SCADA is achieved via
Rigid and Reliable Tri Fall back System. Tri Fall back System,
includes communication medium as Broadband Internet, Mobile GPRS and
VSAT.
Additionally, 2 way Survilience system is implemented for
audio-visual interaction between 2 nos. Control Centers and Pumping Stations. The
team executed the project as per Project Management & Safety Policies of Siemens.
After implementation of SCADA System, JTFRP (Customer) can monitor and
control every Pumping Station remotely from Control Centers. This provides
process transparency thereby helping Operator/Maintenance staff to take required
actions efficiently. Automatic Operations of Pumps avoids backflow of Storm
Water thus avoiding overflow on streets. Survilience System ensures PS are
under continuous monitoring even in absence of Operator. One stop shop for Automation, Instrumentation and
Electrification along with Water Domain expertise extended by Siemens, has
benefited customer in multiple ways. Some of the benefits are reduction in
project execution time and avoidance of handshaking with multiple system
vendors.
Siemens with vast product and services basket has
supported JTFRP with contractual cequirements and has also extended Process
Consultancy wherever required.
