This was a reference project with the customer, ISA—the transmission power utility in Lima—featuring a solution with SIPROTEC 5 R-GOOSE technology and Multiprotocol Label Switching (MPLS). The implementation of Routable GOOSE (R-GOOSE) over MPLS-TP in the Santa Rosa–Carapongo 220 kV transmission line protection system was driven by the following customer objectives:

• Enhance protection speed and reliability: Upgrade legacy power line carrier (PLC) systems with a faster and more reliable communication protocol to reduce fault-clearing times and improve system stability.
• Enable wide-area protection schemes: Extend IEC 61850 GOOSE messaging beyond the substation LAN to support inter-substation protection schemes such as POTT (Permissive Overreaching Transfer Trip) and 67NCD (Directional Comparison Overcurrent).
• Improve operational safety and cybersecurity: Leverage R-GOOSE’s enhanced security features, including message authentication and encryption, to mitigate risks associated with legacy PLC systems and ensure secure transmission of protection commands.
• Facilitate future-proof network architecture: Deploy MPLS-TP as a modern, deterministic transport layer to replace aging SDH/SONET infrastructure, enabling scalable and efficient packet forwarding for protection and automation applications.
• Support real-time monitoring and testing: Implement a software-based testing framework for automated measurement of function and network latency, allowing continuous performance validation under various fault scenarios.

The solution implemented consists of a teleprotection system based on Routable GOOSE (R-GOOSE) communication over an MPLS-TP network, applied to the 220 kV Santa Rosa–Carapongo transmission line in Peru. This system strengthens the existing protection architecture by adding a redundant communication channel to the legacy power line carrier (PLC) system, enhancing reliability and operational security. The service includes:

• Engineering and configuration of SIPROTEC 5 protection relays (7SL87) from Siemens with R-GOOSE support.
• Deployment of MPLS-TP network infrastructure, including ABB FOX615 multiplexers and RX1501 routers.
• Integration of cybersecurity protocols using VPN tunnels with IPSec and GRE encapsulation.
• End-to-end testing and validation using software-based simulation tools to measure function time and network latency.
• Performance assessment against IEC 61850-5 and IEC 60834-1 standards to ensure compliance with teleprotection timing requirements.

This integrated solution enables high-speed, secure, and redundant transmission of protection signals across substations, supporting wide-area schemes such as POTT and 67NCD.
