The DCB upholds the goal of sustainable development of the environment and the industry. While supporting the progress of the biotechnology industry, the DCB also aims to reduce energy consumption, thereby optimizing the DCB’s operational efficiency and ensuring the critical environment of laboratories.  
It is important for the DCB to ensure a stable, safe, and highly functional research environment for its laboratories. The foremost challenge is high electricity consumption of HVAC systems due to large volumes of air exchange. The air conditioning accounts for 60% of the total energy consumption of the Building E. After evaluation, the overall operating costs can be reduced if the air conditioning supply in the working environments and the laboratories can be adjusted appropriately in response to the changing air conditioning needs at any time via automatic operation of chiller plants. 
Siemens provides the DCB with multi-faceted energy-saving solutions to optimize the energy performance of the entire building via air conditioning system adjustment, achieving the goals of energy saving, maintenance optimization and precise management of energy consumption. 

The key implementation includes: 
  • Energy Saving Performance Contracting: Siemens promised energy-saving performance to be achieved within the guarantee period. 
  • Digital building energy management service: Siemens introduced Navigator, the cloud-based building energy management platform, to monitor and collect data such as energy consumption, power data, chiller plant efficiency, air conditioning equipment efficiency and other data in the building for further analyses, setting energy saving strategies and tracking performance on a regular basis. 
  • Chiller plant energy efficiency improvement: Siemens implemented advanced energy efficiency control for chilled water pumps and cooling water pumps, high-precision sensors and monitoring system to control the chiller system. 
  • Lab intake and exhaust system optimization: In order to maintain the positive/negative air pressure requirements of laboratories, the amount of exhaust and intake air needs to be steadily controlled. As laboratories must keep a certain level of cleanliness, the process consumes a lot of energy. Siemens assisted optimizing the air exchange system by introducing variable-frequency dynamic control for the jet fan system and adjusting the airflow of the air handling units to prevent excessive discharge of cold air and reducing unnecessary waste. 
  • Facilities management system: Service engineers can log in to the system on site or remotely via internet to record equipment inspection checks. This digital maintenance data allows easier comparisons and analyzes with facilities operation data from building management system. 
  • Lighting control: Installing illuminance sensors in public areas and lobbies allows the DCB to automatically enable or disable lighting in response to environmental luminance, saving electricity costs.

  • Energy savings of 600,000 kWh per year within the guarantee period
  • Actual energy savings of approximate 1.11 million kWh/year; Annual electricity savings of approximate US$100,000 
  • The total power consumption rate of the chiller system was reduced from 1.063 kW/RT to 0.832 kW/RT for an average energy saving rate of 21.7%
  • Obtained ISO 50001 Certification via the implementation of Navigator, the cloud-based building energy management platform
  • The highly integrated system creates greater transparency of building data, enabling more efficient energy saving strategy setting, lowering operating costs, and achieving goal of sustainability
